The headline for the Small Blind is the gap between suit structures. Double-suited hands with no pair open 50.2% of the time, single-suited hands drop to 25.1%, and rainbow hands collapse to just 10.9%. That is the single most important PLO preflop idea in one line: the same four ranks are a raise double-suited and a fold rainbow, because the second suit adds real backdoor flush equity that Omaha's four-card hands realise constantly.

Pairing pushes frequencies up sharply too. The two-pair hand classes open at or near 100% from every seat, because a hand like a paired, connected, double-suited holding flops sets, two pair, and strong draws far more often than an unpaired collection of high cards. That is why raw "high card" quality matters less in PLO than it does in Hold'em: a coordinated, suited, paired shape outperforms four disconnected broadways.

Read the chart top to bottom and you have a working Small Blind opening heuristic: raise your double-suited and paired shapes wide, tighten hard on single-suited holdings, and open rainbow hands only when they are otherwise premium. Move to a later seat and every bar shifts up; move earlier and it shifts down.
